These regulations apply to all independent electricity distribution systems, owners, operators and users in Nigeria. The objective of these Regulations is to provide standard rules for the issuance of distribution licences to qualified operators and licensees to engage in electricity distribution, independent of the distribution system operated by the distribution company of Nigeria
