The act grants regulation making powers to the Minister, for purposes of controlling, whenever the Minister deems necessary or expedient: the importation and exportation of any goods whether manufactured or not, or any class of such goods; the distribution, disposal, purchase, sale and prices of wholesale or retail of any goods; supply of goods whether to wholesalers, retailers or any other person; the quality and standards of any goods; and the labelling of any goods.
