The petroleum operations proclamation is in accordance with Article 5(6) of the Redefinition of Powers and Responsibilities of the provisional Military Administrative Council and the Council of Ministers proclamation of 1977. The proclamation governs all petroleum operations carried out by contractors within the territory of Ethiopia, and all agreements entered into prior to the effective date of this proclamation.
