The proclamation pushes to restructure the tranport sector to make it amenable to thetransport policies and strategies of government. It clearly defines the powers and duties of the executive organs at federal and regional levels with regards to the transport sector. The proclamation applies to; the use of any road within Ethiopia, vehicle using the roads and their drivers; the use of any railways within Ethiopia, trains using the railwaysand their operators; Ethiopian ships and seafarers. The transport sector is established with autonomous tendencies and accountable to the ministry of infrastructure.
