This operational plan is designed to address challenges and needs for expanding access to quality family planning services at the community level. Its goal is to increase access to quality community-based family planning services to contribute to reaching a national contraceptive prevalence rate of 60 percent by 2015 and fulfilling family planning (FP2020) commitments by 2020.
