The strategy sets the priorities for expanding the protected area network for ecological sustainability and climate change adaptation, and conservation of South Africa’s biodiversity. Over five years, it intends to add more than 2 million hectares to the land-based protected area network, and more than 80 km to the inshore marine protected area network, in order to achieve the country’s protected area targets. The expansion strategy is expected to be carried out in a cost-effective fashion. Maps of
the most important areas for the protected area expansion are set out, and recommendations are made.

The statutory measure aims to compel producers and exporters of the fruits, as well as people who act on their behalf, to keep records and report returns to the Agri-hub. Agri-hub serves as the administrator of the measure. The measure hopes to create a level playing field for players and stakeholders.

The government recognizes the importance of the agriculture, forestry, and fisheries sector (AFF) to job creation and revenue generation, food security, agrarian transformation, rural development, and industrial development. In the face of sluggish growth and job losses in the sector, the APAP represents efforts to sharpen analysis of the sector. The integrated growth and development policy for agriculture, forestry, and fisheries (IGDP) contains a detailed analysis of the challenges facing the sector. The APAP thus seeks to implement the recommendations of the IGDP.

An alteration to the land reform (labour tenants) act of 1996. Issues altered include; redefinition of terms, age limit for eviction, death related grants and rants, and the extension of security of tenure act of 1997.

The irrigation improvement scheme concerns the prevention, control, and management of soil waterlogging. The scheme also serves to promote the construction of water utilisation works, and to arrange for the payment of subsidies using money allocated by Parliament for the purposes of this scheme. It applies to all land, except otherwise stated; and subsidies shall be paid for the erection of water utilization works.

This serves as an amendment to the national environmental management: protected areas act of 2003. It makes provisions for the application of the 2003 act to national parks and marine protected areas.

The regulations are subject to the agricultural product standards of 1990. They specify classes and standards guiding the sale of tomatoes in South Africa. It specifically states that tomatoes shall be fit for human consumption and not contain chemical residues that exceed prescribe maximum limit.

“The authorizations replace the need for a water user to apply for a licence in terms of the national water act for a water use, provided that the use is within the conditions set out in this Notice”.

The act establishes the regulatory framework for petroleum pipelines, and a regulatory authority to enforce and coordinate the framework. It seeks to promote an efficient and sustainable development of operations and use of petroleum pipelines. It specifies the powers and duties of the regulatory authority, licensing procedures, and other general provisions.

The regulations relate to safe packaging of children foodstuffs with toys. It is stated that: “no person shall sell, manufacture, or import for sale, any foodstuff which contains toys that; may generate potential hazards under normal use; may be detrimental to the health of users or third parties; may affect the chemical composition of the foodstuff; and do not comply with the essential safety requirements contained in the regulations”.

The stock remedies regulations pertain to issues surrounding registration processes, labelling and containers, advertisements, manufacturing establishments, sampling and permissible deviations, handling, disposal, and storage of stock remedies, imports, and appeals.

An amendment to the “tariffs for services” section of the genetically modified organisms act of 1997.

“The Regulations implement and give effect to provisions of the marine living resources act with respect to: management and conservation of fish resources and other marine living resources including whales, dolphins and turtles; mariculture; landing, transport and marketing of fish and fish products; fishing harbours; enforcement; and administrative matters”.

It is expressly stated that “no person shall export fresh vegetables from the Republic of South Africa, unless quantities have been approved by the executive officer for that purpose”. It details application for approval of export, inspection guidelines and procedure, assessment of competence of testing laboratories involved in inspection, necessary fees, approvals and rejections, as well as appeal process.

The statutory measure applies to potatoes. It pushes to compel stakeholders of potato to register with the relevant administrators. It sees registration as a means to ensure availability of information to all players in the industry, to enable them make informed decisions. The measure lists out the parties mandated to register, and the registration process. Potatoes is appointed as an administrator of the statutory measure.

The entire Agulhas front marine protected area is zoned as a single restricted zone which is determined by using World Geodetic System (WGS) of 1984. The regulations stipulate that no scientific research within the protected area shall be carried out except with a research permit issued by the Minister. It lists out the general restrictions within the protected area.

Amendment of the water act of 1956, to further regulate the abstraction of water from public streams of which the natural flow is artificially augmented.

The statutory measure applies to cotton lint. A levy is imposed on all cotton lint ginned by ginners from seed cotton. This is to provide financial support for rendering information to industry players, promotion of cotton production and use, coordination of research, and maintenance of quality standards.

The Encephalartors species are the most threatened plant group in South Africa, with a significant portion of the group designated as critically endangered and others extinct. The species group is challenged by illegal removal of adult wild plants to meet private collection needs. The management plan seeks to ensure the sustainable survival in nature of the Encephalartos species.

The regulations classify wheat as soft and other and it spells out the standards for classification. A consignment of wheat is classified as soft if it contains at least 95 percent (m/m) of one or more of the soft wheat seeds; otherwise, a consignment is classified as other.
