The ministerial order determines the necessary regulations governing agrochemicals in Rwanda. It also sees to the requirements for obtaining business license and fees for registration of agrochemicals. It highlights the list or registered and prohibited agrochemicals in the country. It addresses key issues, ranging from registration of agrochemicals to licensing of dealers, and to packages, labelling, tansportation, advertising, storage, and use of agrochemicals.

The ministerial order determines the organization and functioning of the hydrographic basin committees. It addresses the composition of the committee at district and sector levels, nominations and removal of members, as well as management of the committee.

The Law establishes Rwanda Meteorology Agency (METEO RWANDA). This Law also determines its mission, organization and functioning. METEO RWANDA shall have legal personality, administrative and financial autonomy and shall be managed in accordance with general provisions governing public institutions. “The mission of METEO RWANDA shall consist of implementing the Government policy in relation to meteorology using modern methods of study, research, coordination and promotion of programmes in the field of meteorology”.

The regulation stipulates that buying and selling of mineras shall be subject to commercial registration. It sets out other stipulations surrounding exportation of minerals, transportation, fradulent importation, and running a mineral trade center.

The government of Rwanda seeks to chart the course towards unifying the country in the aftermath of the 1994 genocide in the country. It is the hope of the government that the long term developmental plans and ambitious goals highlighted in the vision 2020, will help the country in breaking its citizens out of the vicious cycle of poverty. The vision is backed by six pillars including; good governance and an efficient State, skilled human capital, vibrant private sector, world class physical infrastructure and modern agriculture and livestock.

The ministerial order determines the modalities for assigning and transferring plant breeder’s rights. It chiefly states that application for grant of breeder’s rights or granted breeder’s rights can be assigned or tranferred at any stage. The process is done in writing and signed by both parties concerned. It repeals all prior provisions contrary to this order.

The agreement for the establishment of the river basin as entered into by the governments of the Republic of Rwanda, Republic of Burundi, and the United Republic of Tanzania. The agreement is borne out of the desire to further strengthen the existing cooperation between the countries, and the committment to develop potentials in hydropower, fishing, mining, agriculture, tourism, and industries.

The order determines, and chiefly spells out the procedures for seed inspection and granting of seed quality certificates

The law establishes the National Fund for Environment (FONERWA) as an institution with legal personality, and financial and administrative autonomy. The supervisory organ of the fund is to be decided by an order of the prime minister. Its objectives include; mobilisation and management of fund for addressing climate and general environmental issues, bilateral and multilateral partnerships aimed at fund collection, and collaborating with other institutions with similar mandate.

The ministerial order determines the requirements for issuance of fishing licenses, and the period of validity. It stipulates that fishing in the free waters of Rwanda shall be subject to availability of license. It categorises licenses into license for sport, professional, or research purposes.

As sanctioned and adopted by parliament, the law establishes the Rwanda agriculture and animal resources development board as a public institution with legal personality, enjoying financial and administrative autonomy. The board has a general mission of developing agriculture and animal husbandry via viable reforms, and training of farmers in modern agricultural practices.

The ministerial order determines the necessary criterias for categorization of mines and determining the types of mines. The categories include; artisanal mine, small-scale mine, and large-scale mine.

The order determines the quantity and quality of rations to be provided for incarcerated people. “The High Council of the Rwanda Correctional Service shall determine the ration of incarcerated person. The ration must have at least two thousand one hundred (2100) calories composed of cereal, leguminous, water, salt, oil and other vital food for the good health of an incarcerated person”.

The ministerial order focuses on the modalities of environment conservation in mining and quarry extraction. It details the structure and content of environmental impact assessment, environmental conservation plan, environment rehabilitation bond. The order clearly states that; “any person involved in prospecting, exploring, as well as mining and quarry extraction activities shall have the responsibilities to carry out his activities in a way that is not detrimental to environment”.

The law governs the regulations surrounding the warehouse receipt system. The law states that the capital market authority of Rwanda shall be the organ to issue warehouse receipt operator’s license. Other provisions contained include; status, use, form, contents, duplicates, and seizure of a warehouse receipt; activities of a warehouse operator; information, inspection, and investigation, as well as administrative sanctions, offences, and penalties.

The Ministerial order addresses the determination of the information that should be contained on a quality seed label and container. It gives pointers on the criteria for placing seed varieties in categories, and the colors of labels for each category.

The establishment of the national seed association of Rwanda (NSAR) as a trade union for employers. The association is created as a means for shared interaction and information exchange within the seed industry, as well as representing the interest of the industry locally and internationally. The improvement of crop production through the development of the seed industry is also a key mission of the association.

The law determines the organization and functioning of the decentralized administrative entities. The decentralised administrative entities are; the City of Kigali, Districts, Sectors, Cells and Villages. The entities shall be governed by their respective Councils . The Ministry of local government shall monitor the functioning of the management organs of these entities. Of the entities, the city of kigali and the districts shall have legal personalities of their own, and shall enjoy financial and administrative autonomy.

The presidential orderon the ratification of the Financing Agreement signed in Washington DC, United States of America on 11 October
2013, between the Republic of Rwanda and the International Development Association (IDA). The agreement centers on the loan of thirty seven million eight hundred thousand Special Drawing Rights (SDR 37,800,000) and the grant of thirty seven million eight hundred thousand Special Drawing Rights (SDR 37,800,000) for the Regional Rusumo Falls Hydroelectric Project.

The law establishes the Rwanda association of professional environmental practitioners (RAPEP). The association shall have its distinct legal personality, and financial and administrative autonomy. The association shall comprise of all environmental practitioners licensed to operate in Rwanda. Its responsibilities include; representation of the association’s interest locall and globally, analyse and proffer solutions to the problems facing environmental assessment practitioners’ profession, and promotion of professionalism among members, among other objectives.
