A proclamation to amend the investment proclamation of 2012 as a matter of necessity

The council of ministers regulation establishes the Ethiopian investment board. It highlights membership of the board, powers and duties, and meetings of the board. The regulation also establishes the Ethiopian investment commission as an autonomous federal government office, accountable to the prime minister. The commission is charged with encouraging, expanding, and attracting investments in the country through a sound administration system.

The proclamation to establish the export trade duty incentive scheme. The duty covers, among others, Raw-materials and commodities re-exported after
having been imported upon payment of duties for being not in conformity with purchase order specifications, damaged, or not in market demand. It also details duty incentive schemes, duty draw back scheme, and voucher scheme.

The proclamation repeals the importaton of goods on franco-Valuta basis council of Ministers Regulation of 1996. It clearly sets out the powers and duties of the ministry, the goods that may be imported on Franco-Valuta basis, and the penalty for violation of the provisions contained therein.

Recognising the importance of commerce on the progress and development of the country; the commercial code is prepared, with the approval of senate and chamber of duties, to guide commercial activities in Ethiopia. The proclamation repeals the bankruptcy and company laws of 1993.

The directive sets out foreign exchange allocation and priorities, foreign exchange sales on demand, prohibitions, penalties, auditing, as well as responsibilities of the executive management and the board, among others. This is charged at ensuring the judicious allocation and transparent use of foreign exchange, owing to its scarcity and importance to the economy.

The Textile and Leather Industry Development Center is established as an autonomous Federal Government Organ having its own legal personality. The Center shall be accountable to the Ministry of Trade and Industry. The centre shall provide comprehensive support, services, and resources to improve the competitive levels of the textile and leather industry.

This represents the proclamation to levy tax on export of raw and semi-processed hides and skins. The tax shall be payable on export of the following
hides and skins in accordance with this Proclamation: Raw Hides and Skin; Wet blue Cow hides; Pickled sheep Skin; Wet-blue Sheep Skin; Wet-blue Goat Skin.

This proclamation hereby establishes the Leather and Leather Products Technology Institute as an autonomous federal government institution having its own legal personality. The institute is charged with producing skilled and trained personnel through trainings, research and consultancy services along the leather and leather products value chain.

The proclamation applies to cooperative societies established in the country. It has a number of objectives, ranging from collective solving of members social and economic problems, to promotion of self-reliance and saving culture, and to providing loans to members and promotion of investment. The proclamation expressly states that membership shall be voluntary, without recourse to any discriminatory bias. It highlights other guiding principles, values, formation and registration procedures, and other key pointers.

This serves as a further amedment to the commercial registration and business licensing (amended) proclamation of 2010.

This proclamation amends the Ethiopian commodity exchange proclamation of 2007

A proclamation to further amend the commercial registration and business licensing proclamation of 1997, as a matter of necessity.

This Proclamation shall apply to, unless stated under special laws and proclamations; all forms of transaction arising out of and in connection with
contracts of warehousing. The relevant provisions of the 1960 Civil and Commercial Codes of Ethiopia shall complement this Proclamation. The proclamation shall strive to achieve the following objectives; “to enable any person store his goods and in particular, standardized agricultural products in warehouses, and borrow money upon delivery of the warehouse receipt as collateral, to establish a valid contract between the bailee and the bailor and to properly direct and administer the system, and to create organized and efficient marketing system for agricultural products”.

The proclamation amends the Ethiopia commodity exchange authority establishment proclamation

The micro-financing shall see to the collection of deposits and issuance of credit to rural and urban farmers and people engaged in other similar activities as well as micro and small scale rural and urban entrepreneurs, the maximum amount of which may be determined by the National Bank. The proclamation also sepcifies other specific roles a micro-financing institution can take on. It contains other pertinent pointers ranging from licensing to operational and financial requirements and limitations.
