The Independent National Electoral Commission (INEC) procures goods and services through competitive tenders in accordance with the due process policy of the Federal Government of Nigeria. This manual therefore defines the policies and procedures for determining, contracting and monitoring the acquisition, by purchase or lease, of goods, works and/or non-personnel services by the Independent National Electoral Commission.

These guidelines are provided to ensure that election observation duties are carried out in accordance with the law and best practices. They reflect the standards of Nigeria’s Electoral Act as well as the minimum standards for election observation, which Nigeria subscribes to as a sovereign member of the international community.

This regulation is made further to the constitution of the Federal Republic of Nigeria and the Electoral Act 2010 (as amended) in order to ensure to ensure compliance with the legal process of selection of candidates and the conduct of free, fair and transparent primaries by all political parties.

The Independent National Electoral Commission (INEC) is Nigeria’s National Election Management Body (EMB) established in both the Nigerian Constitution of 1999 and the Electoral Act 2010. In 2012, INEC prepared a strategic plan as a roadmap to guide its activities from 2012-2016. In 2016, the Commission embarked on a review of the Plan and the development of a new one, a process that culminated in the present INEC Strategic Plan 2017 – 2021. This is a memorandum of understanding between the Energy Commission of Nigeria and National Youth Service Corps.

This document covers the memorandum of understanding between Independent National Electoral Commission (INEC) and National Youth Service Corps. Both are bodies established by the constitution of the Federal Republic of Nigeria. The memorandum of understanding is effective from 24th of September, 2013 to 24th of September, 2017 and renewable thereafter by mutual agreement. The communication policy/strategy has been developed within the context of the need to adopt best practices in processing and disseminating information to internal and external audiences. The purpose of the communication policy/strategy is to ensure that communications across the Commission and between the Commission and the public are well coordinated, effectively managed and responsive to the diverse information needs of the public. It seeks to enhance INEC’s transparency, credibility and integrity as well as to strengthen and sustain public trust and confidence in the Commission, to ensure INEC’s visibility, accessibility and accountability, using a variety of communication channels/languages and targeting diverse stakeholders, to provide the public with timely and accurate information about the Commission’s policies, programs, services and initiatives, to promote mass participation in the registration and voting processes, to provide information that would enable the public make informed electoral choices and have sufficient knowledge about institutional mechanisms for seeking redress, and to foster partnerships with stakeholders towards achieving the goals of the policy.

Information on expenses of political parties/candidates allows voters to make better educated decisions at the polls and this can help hold candidates and parties accountable to the electorate. Disclosure of information about income and spending by political parties and candidates is nowadays seen as a critically important component of a democratic campaign and party finance regime. Disclosure may help contributes to an overall transparency of the electoral process, it may serve as a barrier to excessive campaign spending, contribute to making politicians accountable to voters, and also emerge as an obstacle to corruption.
