To further drive the health sector towards attainment of the MDGs, the Medium-Term Development Plan identifies key priorities of the government with regards to accelerating program implementation towards attaining equitable universal health coverage. This represents the concept of GHS Standard Hospital based on a modular template and is suitable for easy expansion. It provides information on departments, general building arrangements, and cost estimates. The standard was developed to ultimately reduce maintenance and other operational and variable costs.

This manual adapts for the Ghanaian health system, the IDSR guidelines. The IDSR guidelines was developed by the World Health Organization (WHO) Regional Office for Africa (AFRO), and the U.S. Centres for Disease Control and Prevention (CDC) for the broader African context.
