This order establishes research institutes and provides for their constitution, functions and relationship with the Agricultural Research Council of Nigeria and in one case with the agricultural research council of Nigeria and in one case with the Ahmadu Bello University. It provides for the transfer of property and other rights now vested in specified federal agencies or departments to the institutes established by this order. Further provisions are made in order for the facilitation of mutual co-operation in research and teaching between the institutes and universities or other institutions of higher learning or research.
