The Strategy will serve as a framework to guide the implementation of handwashing and hygiene promotion programmes and initiatives, by all those charged with the responsibility of delivering hygiene promotion programmes. It put emphasis on handwashing behavior change as the simplest, proven and most effective intervention to significantly prevent and reduce water, sanitation and hygiene related illnesses, such as diarrhea, especially in children under 5 (five) years, when practiced at critical times.
