It complements the delivery of water supply and sanitation projects in the urban and small town sub-sectors. The plan is categorized into three strategic periods -preparatory phase, expansion phase, consolidation phase. It hopes to increase access to rural water supply from 57% to 100%, reduce open defecation from 25% to 0% and increase access to improved sanitation in rural areas from 29% to 100%
