This National Plan of Action has been designed to provide a framework for the 2015 National Youth Policy which aims at engaging the youth and stakeholders in meaningful partnership for the implementation of youth development programmes using a multi-sectoral approach.

The Monitoring and Evaluation (M&E) Framework recognises the aspirations prescribed in the NHSP 2017-21. These aspirations are sector-specific mechanisms culminating from international and national level instruments that provide guidance on priorities, specific interventions and strategic focus.

The nine sections of this document outline the referral process, direct referrals from BEmONC sites or 1st level to 2nd level hospitals, antenatal referrals from BEmONC sites to 1st level hospitals, referrals from BEmONC sites to 1st level hospitals during labour, referrals from BEmONC sites to 1st level hospitals in postpartum, pre-referral management, newborn referral criteria, pre-referral management of common neonatal conditions, and communication and transfer.
