The Strategy forms part of the implementation of education white paper 6 – Special Needs Education: Building an Inclusive Education and Training System. The strategy allows children facing educational barriers to exercise their basic education rights, and access to support services. It introduces new roles, and responsibilities for the
education support system in the country: the district-based support teams, special school resource centres, full-service schools, and the institution-level support teams.

The equitable policy sets out to address the persisting inequality challenges and inadequacies in allocation and access to basic school infrastructure services; laboratories, computers, and classrooms. The policy seeks to fill the gap of lack of specific national and provincial policies; it serves as the framework to guide the development of physical teaching and learning environment.

The standards aim at controlling the extraction, flaring or recovery of landfill gas at facilities specified in the schedules of these Standards, to prevent or minimize potential negative impacts on the bio-physical and socio-economic environments. The standards apply to landfill gas extraction, flaring, and recovery facilities initiated after the implementation of the standards.

The regulations are subject to the agricultural product standards of 1990. They specify classes and standards, parking and marking requirements guiding the sale of plums and prunes in South Africa. It specifically states that plums and prunes shall not be sold except standards outlined in these regulations are met. The regulations exempt imported plums and prunes from requirements regarding standards, grading and classification if they comply with the Codex Alementarius, UNECE or OECD standards.

The government acknowledges the essential nature of critical infrastructures for public safety, national security, and basic public services. The act applies to the identification and declaration of critical infrastructure; the determination of critical infrastructure; and the protection of critical infrastructure. The act does not apply to infrastructures under the control of the department of defence.

The specific management plan for african lions in South Africa stems from their status as vulnerable and endangered species; the lion is listed as ulnerable on the IUCN
Global Red List and on the South African list of Threatened and Protected Species (ToPS). It is also protected under Appendix II of the Convention on the International Trade in Endangered Species of Wild Fauna and Flora (CITES). Conservation plans for lions distinguish among wild, managed wild, and captive lion populations in the Republic.

The policy is meant to be read along with the 2013 general policy on the allocation and management of fishing rights. The minister delegates powers of fishing rights allocation to officials of the department of agriculture, forestry, and fisheries. The objectives of allocating fishing rights include: to broaden meaningful participation, to promote food security, and to facilitate the recovery of over-exploited fish species. The policy sets out the criteria guiding evaluation, allocation and management of fishing rights in the oyster fishery; it is to serve as a guide for a delegated official.

The directions serve as guide for the registration of general communal and general small waste disposal sites, location, permissible waste, planning, design, construction, and commissioning, access control, operations, monitoring, and other maintenance activities involving sites.

The notice amends the medicines and related substances act of 1965. “Among others, it provides for the appointment of one or more Deputy Registrars; it provides for a term of office of members of the Pricing Committee; it provides for the delay of the coming into operation of provisions requiring a licence before a person can compound and dispense or manufacture medicines, or act as a wholesaler or distributor; and it provides for regulations relating to the marketing of medicines”.

The policy and strategy framework is a necessary review of the trade reform process carried out shortly after the transition to democratic rule in South Africa. It sets out and clarifies the potential impact of a trade policy on the South African development strategies, it highlights what needs to be done to advance industrial development, upgrading, and diversification. The framework serves as the key principles and approaches to South Africa’s strategy for global integration, as it relates to engagements and negotiations at multilateral, regional and bilateral levels.

The regulations apply to the categories of emission sources outlined in the annexure of the schedules, and data providers specified in regulation 4. There is a classification of data providers and registration procedure for the purpose of these regulations. The regulations seek to introduce a single national reporting system for the transparent reporting of greenhouse gas emissions; to maintain a national inventory, to meet international reporting obligations, and to form the basis for formulation of legislation and policies.

The amendment of regulations in the notice relate to redefinitions, insertions, and substitutions, for textual correctness; issues on which alterations were made incude: field fungi infected kernels, classes of wheat, standards for classes, and amendment of annexure contents.

The regulations, under the national water act of 1998, relates to the use of water for mining and other similar activities, for the protection of water resources. There are restrictions on locality of mine operations, use of materials, water systems, and protection of water resources among others. Persons in control of mine shall take measures to prevent waste water emanating from mine activities from entering other water resources, either by natural flow or by seepage.

The amended regulations operate under the plant breeders’ rights act of 1976. The table detailing “kinds of plants and period of rights” is substituted.

The act provides for the protection of the sea from pollution by oil and other harmful substances discharged from ships; it gives effect to the international convention for
the prevention of pollution from ships of 1973, as amended by the Protocol of 1978. The provisions of marine pollution act applies to; chemical tankers carrying categories of substances specified; South African ships; other ships within the country, its territorial waters, and its economic zone.

The notice publishes the list of all protected trees belonging to particular species specified in the schedules. It further states that: no person may cut, disturb, damage or destroy any protected tree or possess, collect, remove, transport, export, purchase, sell, or donate any protected tree specie or products derived from it except as approved by an authority.

The amendment outlines the names and date of sectors of the food industry and food handling enterprise associated with such sectors.

The notice contains a broad specification of alien species prohibited in the Republic, and for which permits shall not be issued by the relevant issuing authorities.

The regulations are subject to the agricultural product standards of 1990. They specify classes and standards, parking and marking requirements for types and sources of meat and carcasses in South Africa. It specifically states that meat shall not be sold except standards outlined in these regulations are met. The regulations apply to; the sale of meat from animals slaughtered in abattoirs with abattoir-identification codes; meat with marks indicating quality or class; treated meat which are not correctly treated and described; and use of restricted particulars in the sale of meat.
