An amendment to the national environmental management act of 1998. Among others, the alterations relate to; redefinitions and clarification of existing definitions; review of environmental management instruments; provision for baseline information to be included in environmental management instruments; provision for the management of residue stockpiles and deposits; and to empower the minister to designate environmental management inspectors.

The scheme pushes to maintain the production potential of land by constructing soil conservation works. It also aims to combat or prevent excessive soil loss via erosion, and to regulate the payment of subsidies from parliament appropriated funds. Subsidies are to be paid on construction of soil conservation works classified as protection works, drainage works, veld utilisation works, and drought relief works.

The regulations make provisions for the importation of controlled goods through the application for, and issuance of permits, specification of ports of entry of such goods, and inspection process.

The notice serves as an assignment to provinces under the mountain catchment areas act in accordance with the relevant section of the Constitution of South Africa.

The entire Benguela Muds marine protected area is zoned as a single restricted zone which is determined by using World Geodetic System (WGS) of 1984. The regulations stipulate that no scientific research within the protected area shall be carried out except with a research permit issued by the Minister. It lists out the general restrictions within the protected area.

The notice publishes the list of all protected trees belonging to particular species specified in the schedules. It further states that: no person may cut, disturb, damage or destroy any protected tree or possess, collect, remove, transport, export, purchase, sell, or donate any protected tree specie or products derived from it except as approved by an authority.

The statutory measure sets out to provide developmental support to the National Lucerne Trust in the form of funds for research projects, market information, trade and market access, and information technology transfer. The measure hopes to promote the efficiency of lucerne hay and seed marketing. The measure applies to lucerne. The payment of levies, amount, persons by whom levies are payable, and administration of levies are established by the measure.

In line with sections of the constitution of South Africa, “citizens have the right to administrative action that is lawful, reasonable and procedurally fair; citizens whose rights have been adversely affected by administrative action has the right to be given written reasons”.

The norms and standards pushes to set a standard national approach in determining the contamination status of areas; set criterias and methods to apply in assessment procedures; and provide baselines for the assessment of environmental protection measures for remediation efforts.

The regulations and its amendments are under the plant improvement act of 1976. The amendment substitutes the “varieties in respect of which certification is required” table.

The act provides for the application of the atmospheric pollution prevention act of 1965 until the air quality act of 2004 sets in. It amends the environment conservation act of 1989 in provisions defining penalties for offences, the national environmental management act of 1998, and the national environmental management: air quality act of 2004.

The amendments centres around; insertion of new definitions, and alteration of existing definitions for textual correctness.

The amendment stipulates, among others, that all permit applications shall be decided on by the issuing authority; the minister is the issuing authority for permits related to activities pertaining to threatened or protected species.

The notice amends the regulations in terms of the deeds registries act of 1937. The alterations relate to; description of immovable property; the form of a deed of transfer; deeds of churches, corporations; acceptance by the registrar of deeds; and procedural requirements for the cancellation of a bond, among others

The global positioning system (GPS) is replaced by the global navigation satellite system (GNSS). Other alterations relate to substitution of sections in the schedule.

The act stipulates that oral preparations which contain bacterial strains listed in the schedule, either solely, or in combination with other pharmocologically active ingredients; and make medicinal claims other than the general health claim provided for their use; shall be subjected to registration as medicines falling under the pharmacological classification of category A referred to in the medicines and related substances act of 1965.

The regulations are subject to the agricultural product standards of 1990. They specify classes and standards, parking and marking requirements guiding the sale of apples in South Africa. It specifically states that apples shall not be sold except standards outlined in these regulations are met. The regulations are baseline standards for apples sold in South Africa.

The regulations implementing the provisions of the development facilitation act of 1995.

It is expressly stated that “no person shall export fresh fruits from the Republic of South Africa, unless quantities have been approved by the executive officer for that purpose”. It details application for approval of export, inspection guidelines and procedure, assessment of competence of testing laboratories involved in inspection, necessary fees, approvals and rejections, as well as appeal process. Fresh fruits is defined to mean deciduous fruits, citrus fruits, subtropical fruits and other unspecified fruits.
