The policy is meant to be read along with the 2013 general policy on the allocation and management of fishing rights. The minister delegates powers of fishing rights allocation to officials of the department of agriculture, forestry, and fisheries. The objectives of allocating fishing rights include: to broaden meaningful participation, to promote food security, and to facilitate the recovery of over-exploited fish species. The policy sets out the criteria guiding evaluation, allocation and management of fishing rights in the patagonian toothfish fishery; it is to serve as a guide for a delegated official.

The act establishes the agricultural research council as a juristic person, with the functions, powers, and duties highlighted. The council shall see to the promotion of agriculture and the industry through research, development and technology transfer, to maximize contribution to the improvement of the quality of life of the people of the Republic. The council, with necessary approval can also carry out its functions and duties in territories outside the country on behalf of institutions, government, or administrations.

The roadmap highlights the manifestations of malnutrition prevalent in South Africa and possible underlying conditions. The five-year roadmap seeks to direct nutrition related activities in the health sector to the achievement of the sector’s four focus areas: life expectancy; maternal and child mortality; HIV and AIDS and tuberculosis; and strengthened health systems.

The act provides for the establishment of bodies corporate, to manage and regulate sections and common property in sectional titles schemes; and to establish a sectional titles schemes management advisory council. Bodies corporate is defined in relation to a building and the land in a sectional title scheme to mean the body corporate of that building; while a building is defined as a structure of a permanent nature erected or to be erected and which is shown on a sectional plan as part of a scheme.

These Regulations prohibit the importation, sale or manufacture of foodstuffs containing residues of defined chemical substances in excess of prescribed maximum limits. Sampling of pesticide residues in food shall be shall be carried out in accordance with the latest edition of the Codex Alimentarius Standards.

It is stated that “no person shall export processed products from the Republic of South Africa, unless quantities have been approved by the executive officer for that purpose”. It details application for approval of export, inspection guidelines and procedure, assessment of competence of testing laboratories involved in inspection, necessary fees, approvals and rejections, as well as appeal process.

The norms and standards apply to lands regarded as nature reserves, and private lands declared as nature reserves. The guiding principles for the norms and standards include; to preserve the ecological integrity of protected areas, to preserve the nation’s biodiversity, to protect South Africa’s threatened species, to provide for the sustainable use of natural and biological resources, and to manage the relationship between environmental biodiversity, human settlement, and economic development.

The act gives effect to the international convention for safe containers. The act binds the state, and every organ of the state. It extends transport to the Prince Edward Islands. It declares contracting states, makes provisions of convention have a force of law, specifies appointment of inspectors, and powers and functions.

The regulations give effect to the section on carriage of dangerous goods of the safety convention. The regulations apply to every South African ship carrying irradiated nuclear fuel (INF) cargo; they do not apply to ships owned or operated by the government of another state.

The statutory measure applies to maize and wheaten products. It pushes to compel market players of maize and wheaten products to register with the South Africa Grain Information Services (SAGIS). It sees this as a means to ensure availability of information to all players in the industry, to enable them make informed decisions. The measure lists out the registration procedures for market players. SAGIS is appointed as an administrator of the statutory measure.

The act provides for measures by which agricultural pests may be prevented and combated. The act places restrictions on the importation of plant, pathogens, insects, exotic animals, growth mediums, honey, beeswax or used apiary equipment. The powers of the executive officer include; ordering destruction of goods, stop the offloading of goods, and grant or issue orders and permits.

The regulations of the minister enables the implementation of emergency suspension of abalone Haliotis fishery, and promote the recovery and rebuilding of the wild abalone resource. People who undertake scientific research, white-shark cage diving, commercial kelp harvesting, sea ranching, salvage operations, and maintenance of legal underwater infrastructure must apply to the minister for permit.

The regulations classify wheat as soft and other and it spells out the standards for classification. A consignment of wheat is classified as soft if it contains at least 95 percent (m/m) of one or more of the soft wheat seeds; otherwise, a consignment is classified as other. No person shall sell a consignment of wheat in South Africa unless the regulations outlined are met.

The notice lists foodstuffs deemed to be contaminated, impure, decayed, harmful or injurious to human health, if they contain the metals in column 1, in amounts exceeding the corresponding levels in column 3 when measured using accredited analytical methods.
