The order covers lands related to; residential, industrial, economic and commercial, social and cultural, and scientific facilities as provided for in the organic law of 2005 determining the use and management of land in Rwanda. The order states that any investor who fulfills the conditions required by land investment regulations, may apply for a certificate of registration of land property. All applications shall be directed to registrar or deputy registrar.

The law provides for the modalities bordering management of biodiversity in Rwanda. It details biodiversity planning and monitoring, ecosysems, endangered and invasive species, bioprospecting, access, and benefit sharing, permits, administrative sanctions, and other transitional provisions. It clearly states that the ministry in charge of biodiversity shall monitor the conservation status of Rwanda’s biodiversity components, and make provisions for research.

The ministerial order establishes the variety release committee (VRC) as a committee responsible for advisory services to the minister of agriculture and animal resources on testing of varieties submitted for release, processing applications for variety release from variety owners, and releasing seed varieties for continued production of quality seeds, among other duties.

The order classifies the species of protected animals as; mammals, birds, and reptiles. It subsequently highlights all protected animal and plant species in Rwanda. It repeals all prior provisions contrary to the ones contained therein.

The presidential order determines the functioning and powers of both the chief registrar and ordinary registrar of land titles. It defines a land registrar as a public officer who keeps and updates the land register; he/she can be the Chief Registrar of Land Titles or a Registrar of Land Titles.

The Prime Minister’s order clearly stipulates that the national agricultural export development board (NAEB) shall be placed under the supervision of the ministry in charge of agriculture and animal resources in the country. It also charges the ministry of agriculture and animal resources with the implementation of this order. It repeals all prior provisions contrary to the ones stated therein.

“The Prime Minister orders that the Plot and building erected therein, located in BUTARE Cell, NGOMA Sector, HUYE District, SOUTHERN Province that were used by MINAGRI Laboratory at KARUBANDA be transferred from the State’s public property to the State’s private property”. The ministries of infrastructure, natural resources, and local government are charged with implementation.

The ministerial order details the issues crucial to management and utilization of forests in Rwanda. The instructions contained therein relates to; preparation of national forest management plan, management of private forests (usually not exceeeding 2ha), modalities for harvesting in buffer zones of parks, and guidelines for establishing agroforestry tree species selection.

The law deals with the mortgage system. It details rights to a mortgage, paying off a mortgage, obligations, conditions, and powers under a mortgage, as well as miscellaneous, tansitional and final provisions.

The Presidential order ratifies the agreement conserving the African-Eurasian migratory waterbirds. The Prime Minister, the ministers of natural resources and foreign affairs and cooperation are saddled with implementation.

The law ratifies the financing agreement signed in Kigali in Rwanda on July 24, 2013 between the Republic of Rwanda and the International Fund for Agricultural Development (FIDA). The agreement centers around the loan of five million one hundred thousand special drawing rights (5,100,000 SDR) and the donation of five million one hundred thousand special drawing rights (5,100,000 SDR) for the community management project of the Kirehe watersheds.

The Presidential order ratifies the general convention of cooperation for development between the kingdom of Belgium and the Republic of Rwanda signed at Kigali on 18th day of may 2004. The ministers of finance and economic planning, and foreign affairs and cooperation are charged with implementation.

“The law regulates the negotiation of related basic products (agricultural, livestock, fishing, forestry, mining, energy and all other products made or processed from these products), related contracts, operators of the commodity exchange and related contracts and other related matters. In addition, it fixes the license to operate as a commodity exchange and related contracts and regulations”.

The order ratifies the Treaty relating to the conservation and sustainable management of the forest ecosystems of central Africa and establishing the Central African Forests Commission (COMIFAC). The treaty was signed in Brazzaville, Congo, on February 05, 2005, and the ministries of natural resources and foreign affairs are charged with implementation.

The Order establishes the Union of beekeepers in Rwanda. The union is to enjoy financial and administrative autonomy, as well as a distinct legal personality. The Union shall comprise all beekeepers eligible to practice beekeeping in Rwanda, and processors and traders of honey and bee products. It is charged with raising awareness levels among members on improved methods of beekeeping, ensuring access to market, engage in consultations with stakeholders, and ensuring implementation of laws and regulations related to beekeeping in Rwanda, among others.

The ministerial order determines the criteria on which recognition of seed testing laboratory should be based. It highlights the 17 distinct criterias and repeals all prior provisions contrary to the ones contained in the order.

The ministerial order on air pollutants emission chiefly determines the requirements relating to air pollutants emission, and the necessary administrative sanctions for violations of provisions of the law governing the preservation of air quality and prevention of air pollution in Rwanda. The order covers all motorised means of transport; motorcycles, vehicles, motorboats, and machines using petroleum produts as source of energy. It also relates to all permitted activities failing to comply with emission standards.

The law establishes the Office for the promotion of development in Rwanda (RDB) and determines its mission, its organization and its functioning. It is to be supervised by the office of the President of the Republic

The ministerial order stipulates that; “It is forbidden to introduce, hold or transport on the national territory organisms harmful to animal specimen whatever their degree of development including formed parasites, eggs, larvae, nymphs and germs. However, for research or experimental purposes, some importations exemptions of harmful organisms may be granted to specialized institutions by the Minister having environment in his/her attributions”. It gives the right to access, rules guiding importation and exportation of animals, measures taken when dealing with contaminated animals, and licensing issuance.

The Order determines the procedure for declaration, authorisation and concession for the utilization of water resources. The order covers; domestic utilization of water, activities related to water resources subject to declaration and authorization, and activities related to concession granting in water resources and related requirements.
