This policy provides guidance on the acquisition and control of institutions by non-operating holding companies, regulation of non-banking activities carried out by non-operating holding companies as well as the miminum liquid asset and capital adequacy requirements to be observed by non-operating holding companies.

This policy outlines the manner in which an institution may open a marketing office or agency for the purpose of operating a deposit taking business. The goal of this policy is to ensure network security, consumer protection and proper risk management by deposit taking microfinance institutions.

This policy has an overarching goal is to ensure that all Kenyans live in dignity and exploit their human capabilities for their own social and economic development.
