This policy framework for education, training and research addresses the introduction, the macroeconomic context, philosophy, vision, mission, goals and objectives of education and training, early childhood development and education, management and planning of education and training.

This strategic plan has been developed in line with the new mandate of the ministry given upon its creation in March 2013, covering the basic, tertiary and university education, technical education, continuing education and learning, and science, technology and innovation. This document introduces the role of ministry in addressing national challenges, detail of the ministry’s performance in the recent year and strategic model to be adopted for implementation of the proposed plan.

This is an Act to provide for the establishment, development and sustainable management of forest resources for the socio-economic development of the country. The document detailed the establishment and functions of the Kenya forest service that will formulate approval of the board, the policies and guidelines regarding the management, conservation and utilization of all types of forest areas in Kenya.

Kenya released the forest Act (2005) to articulate reforms in the sector which included participatory forest management through engagement of local communities, establishment of the Kenya Forest Service (KFS) and community forest association. The policy provides a range of measures to improve sustainable management of forest resources to bring forth an equitable share of the accrued benefits to Kenyans.

This Act affirms article 69 of Kenya’s constitution, which states that the management of forest resources is paramount to achieve socioeconomic development in the country. The Act offers information on the conservation and management of forests, community participation, Incentives, enforcement & compliance, offences & penalties and the transitional provisions of forest management.

This plan was guided by Vision 2030 and its second medium-term plan, the constitution, the Agriculture Sector Development Strategy (ASDS) and other sector policy priorities to ensure suitable environment for agricultural development, food security as a result of increase in production. The key objectives of this plan is to create an enabling environment for agriculture development, to ensure increased productivity in the sector, to enhance national food and nutrition security and also enhance the role of youth in agriculture.

This strategic plan identifies the objectives and expected outcomes based on four strategic focus areas which include: membership, member services, financial resource mobilization and institutional capacity building. The overall plan does not focus on the welfare of coffee farmers alone but also on climate change mitigation and sustainable development.

The national forest programme has an overall goal to develop and sustainably manage, conserve, restore and utilise forests and allied resources for socio-economic growth and climate resilience. It was designed to increase forest cover, boost the forest sector’s contribution to the national economy, enhance resilience to climate change, and improve livelihoods.

The main aim of national horticulture policy is to improve horticultural production and support the subsector to provide value addition to both domestic and foreign trade. It was developed to sustain the industry’s growth and development to enable it to contribute to food and nutrition security and provide raw materials for primary processing.

The National Agriculture Investment Plan accompanies the Agriculture Sector Transformation and Growth Strategy (ASTGS) to focus on agricultural transformation through commercialized and modern agricultural sector to achieve national food and nutrition security. It is a five-year plan to speed up agricultural development in alignment with the objectives of United Nation’s SDGs and the third medium-term plan of the Kenya Vision 2030.

An authority established to boost wheat production in the following areas of operation in Kenya: Narok District, Kajiado District, Kiambu District, Nyeri District, Meru District.

This policy encourages partnerships between institutions and organizations that impact the animal resource industry. It provides for animal welfare, veterinary public health, animal research programmes, and animal resources. It also provides guidelines to address challenges facing the promotion of animal resource industry as a leading contributor of national growth and development.

This is a parliamentary Act to provide for the conservation, management and development of fisheries and other aquatic resources to enhance the livelihood of communities dependent on fishing and to establish the Kenya fisheries services. The preliminary section of this Act gives the definitions of key aquacultural terms and the other sections provide extensive details on the establishment of the Kenya fisheries council, fisheries development measures, trade and marketing of fish products in Kenya.

Parliamentary Act to make provision for the control and improvement of crop production and livestock production, marketing and processing thereof. It is made up of rules and regulations for artificial insemination, culling of cattle, livestock and need to be reared in controlled areas etc.

The Regulatory Impact Statement was developed to assess the costs and benefits of any proposed regulation. It covers the required contents of a regulatory impact statement document which must include the effect of the proposed regulations on private sector & public sector, regulatory & non-regulatory options. It also states that a Regulatory Impact Statement should also point out the benefits and reasons other regulatory options are inappropriate.

The warehouse receipt system bill was established to provide regulations for warehouse receipt systems for agricultural commodities and relating purposes. The bill provides for the establishment of the warehouse receipt system council, licensing of warehouses, obligations and rights of warehouse operator upon their receipts, negotiation & transfer of receipts and penal provisions.

The irrigation bill promotes and regulates the development and management of irrigation in Kenya. The bill provides for the regulations of irrigation, the establishment of national irrigation development authority as a successor of national irrigation board, the role of county governments with respect to the irrigation development and management, irrigation services, financial provisions of the authority, protection from liability of its members and offences that may arise from violation of various provisions of the Act.

The Kenya Veterinary Board (KVB) strategic plan covers the period 2013-2017 in alignment with the second medium-term plan of Kenya Vision 2030 and the 2010 constitution of Kenya. The plan emphasizes on the need for effective veterinary services to contribute to the country’s national growth and development. The strategic plan has allocated a total of Kshs. 644.4 Million towards the implementation of a five strategic objective to enhance compliance with set standards, strengthen institutional capacity, enhance publicity & improve information management and lastly to expand linkages with relevant partners.

A parliamentary Act to maintain a stable agriculture, provide for the conservation of the soil & its fertility and to stimulate the development of agricultural land in accordance with the accepted practices of good land management and husbandry. The Act which is divided into sections provides for: guaranteed prices and marketing; agricultural committees and boards; development of land, general schemes for land preservation and land development; ensured production of enough food crops for the requirements of Kenya etc.

This is an Act of parliamentary to provide for development, management, exploitation, utilization and conservation of fisheries in Kenya. The Act provides fisheries development measures, registration of fishing vessels; licensing, offences & enforcement; and general provisions of fisheries management.
