The National Veterinary Institute is established by the council of ministers, as a public enterprise. It shall be governed by the Public Enterprise Proclamation of 1992. The Government shall designate a body to supervise the Institute. The purposes of the Institute shall centre around production of vaccines, veterinary drugs, biologicals, and reagents and to sell such products locally and abroad.

The enterprise shall see to rendering warehousing services for agricultural commodities traded in Ethiopia commodity exchange.

The institute is to be an autonomous public authority, and accountable to the ministry of health. It is charged with ensure maximum contribution to the development of health in Ethiopia.
